Job Title: Technical Managerial Financial (TMF) Circuit Rider
Supervisor: MRWA Executive Director
Description of Work
General Statement of Duties: Schedules, prepares, and executes training and technical assistance to managers, office personnel, mayors, city councils, and water district boards. Also conducts surveys and water and wastewater rate analysis as requested by Missouri Rural Water Association (MRWA) member systems. Other duties as assigned by the Executive Director.
Supervision Received: By MRWA Executive Director
Supervision Exercised: None
Typical Duties Performed:
• Planning training events for management personnel
• Locating and securing event locations for training events
• Complete control over the scheduling of both events and business travel
• Preparing end-of-month logs and reports
• Preparing surveys and assembling data for MRWA Wage & Benefit Reports
• Preparing surveys and assembling data for MRWA Water and Wastewater Rate Reports
• Reviewing proposed legislation affecting MRWA members

  • Providing on-site technical assistance for office personnel
  • Providing on-site technical assistance for board and councils
  • Providing on-site technical assistance for management personnel
  • Providing technical assistance via telephone and other electronic means
  • Writing technical articles for MRWA magazine
  • Interacting with elected officials on issues affecting MRWA member systems
  • Attending meetings with state primacy and federal officials as a representative of MRWA
  • Other duties as assigned by the MRWA Executive Director

Minimum Qualifications: 

  • 10 years of experience in the management of a water or wastewater system
  • Valid Missouri driver’s license
  • Ability to travel extensively
  • Ability to provide training
  • Good computer skills
  • Good verbal and written communication skills
  • Able to submit to and pass random MRWA drug testing criteria
  • Ability to schedule and carry out program requirements with minimal supervision

Desirable Qualifications: 

  • Able to interact with federal and state personnel representing MRWA
  • Able to interact with legislators on MRWA issues
  • Able to read and interpret basic financial statements
  • (well-qualified candidates may have had 1-2 accounting classes)
  • Able to read and interpret proposed legislation
  • Able to read and understand new federal and state regulations
  • Able to obtain additional certifications as needed
  • Able to adapt to changing situations and accept additional responsibility
